A field party's report to the U.S. Coast & Geodetic survey written in 1935-36 states: "The keys are charted as Flat Key. The name as recommended (Horseshoe Keys) is used locally for the group. The survey by Jeff Moser shows the name Horseshoe Key applied only to the southernmost key of the group."

Located in Florida Bay, nine miles due north of Bahia Honda Key.

The Bache Coast Survey of 1861 has Flat Key. Charles Smith's 1873 survey map shows Flat Key. On a map from Charles Torrey Simpson's "In Lower Florida Wilds," (1920) the largest of the Horseshoe Keys is named Flat Key. Simpson's map was taken from Florida East Coast Railway survey maps U.S. Coast & Geodetic Survey Chart #1251 (1932) also shows Flat Key.
